Peter, and Catherine, and Alexander, Mad Paul, and Nicholas, poor shadows wander Out in the cold; while Emperor A. the Second, In Eagles, Priests and Bears supreme is reckoned.
Russia is shown as a Great Bear bound to a bearded figure in traditional garb. The arms of the Hapsburg Empire - the Eagles - are also depicted.
The map was published in 1869 by Hodder & Stoughton in a volume entitled "Geographical Fun, Or Humourous Outlines Of Various Countries". The author was one William Harvey writing under the pseudonym Aleph. His idea for this fun series of maps came from a fifteen year old girl who amused her sick brother with geographical sketches personified. The volume's introduction suggests the educational (rather than satirical) value of the maps - rendering geography fun for all.
